it has that pesky DRL system as see up in CANADA,
FIX THE HEAD LAMPS FIRST ,THEy EVEN WORK WITH NO GOOD KEYs OWnED (FOR SAFETY REASONS.)
AS jeff said, it needs to be scanned.
1:check all fuses first. skip none.
2:scan it. (OBD2 ,1996up USA or 1998 up in canada)
3: if IMMO fails try key #2 that came with car new.(lost the spare key ?)
4: all 4 ends of battery cable lugs not rusty and loose.
5: keyfobs that have batteries, put fresh in now.
keep the car battery charged,fully. at all times
6: if is charged try cranking in NEUTRal and not just Park, PRNDL switch can fail.
7: next it runs make sure cluster charge/bat
lamp is not GLOWING.
the car seems to have serious 12vdc power distribution problems.
The car seems to have IMMO key system.
the lamp on the cluster, for IMMO must glow in the happy state, there are 3 states
good, keybad, or IMMO system failure.
IMMO ICON is, Triangle with ! this inside.
the worse ICON (cluster) is the ICON lamp
with half a car body and padlock .
this prevents car starting and theft. and can not be hacked.

The key uses a transponder that
matches an immobilizer control unit
in the vehicle and automatically
disarms the system. Only the
correct key starts the vehicle.

If the vehicle does not start:
Avoid attaching several keys with the ignition key.
(means never have 2 chevy keys inside car same time)
Avoid attaching keys from other vehicles to the ignition key.
Do not attempt to start the vehicle with a non-approved key.
Do not disassemble the key.
When trying to start the vehicle,if the engine does not start, the key may have a damaged transponder.((

Turn the ignition off and try again.
If the engine still does not start, and
the key appears to be undamaged,
try another ignition key.
If the engine still does not start, the
vehicle needs service. See your
dealer to service the theft-deterrent
system and have a new key made.
The following procedure is for
programming additional keys only.
If all vehicle keys are lost or no
longer work, see your dealer.
A new key must be made prior to programming.
A maximum of eight keys can be programmed for the vehicle.
