There may be something jammed in the mechanism. If you can see inside it you could maybe try to clear it with a screw driver or something.

  1. Disconnect the battery ground cable. Disconnect the chassis wiring harness from the steering column harness at the connector under the instrument panel.
  2. Remove the horn button cap or the center ornament and retainer. Withdraw the three screws from the receiving cup.
  3. Remove the receiving cup, belleville spring, bushing, and pivot ring.
  4. Remove the retaining circlip with a suitable pair of pliers, if applicable.
  5. Remove the steering wheel nut and washer.
  6. Using a steering wheel puller, carefully remove the steering wheel.
  7. Install the steering wheel using the reverse of the procedure above. Before installing the steering wheel, be sure that the directional signal control assembly is in the neutral position.

There are two PCB wiper relays . PCB - printed circuit board , soldered inside the under hood fuse box . GM say's their are non serviceable . You would need to pull the fuse box off the vehicle an take it a part . Have heard of people doing just that an soldering new ones in . Free wiring diagrams here http://www.bbbind.com/free-tsb Enter vehicle info. Year , make , model an engine size. Under system click on body & accessories ,then under subsystem click on wiper/washer . Click the search button then the blue link. The relays are controlled by the BCM - body control module . Before trying to replace them you should have a qualified repair shop diagnose it , check for DTC'S - diagnostic trouble codes , test the electrical circuits etc....

Looks like you will need to remove the alternator and the radiator overflow tank to get it out. This is for a 2003, but shows the location of the power steering as being low under the alternator.
