I had exactly the same problem, I tried to clean the carb several times without any luck. I gave up on the carb as it was an EPA style without adjustable mixture needles. Bought a new carb for it, installed it and the engine fired up right away. Took me 10min to let it warm up and dial the mixture, it has been fine ever since.
I recommend to buy the replecement carb old-new stock mfg pn: 632334A Tecumseh Carburetor with mixture needles

Doubtful. Clean the bolts and re-mount but I doubt that'll fix your problem. Check spark with an in-line spark checker. Be sure you have the right oil/gas mix...or you will burn it up. How did you check compression, what is the reading? Anything less than 100 means the piston ring is stuck.

If you have oil and gas and it will fire then try a new plug. A bad plug when removed will appear to be fine but under compression can fail.
Also try a splash of good gas in the throat of the carb or intake (if fuel injected) with a new spark plug. My bet is it fires just fine.
If this is a fuel injector type engine you could have a bad injector control unit or a clogged injector.
If it fires with gas in the intake manifold then suspect carb or injector system. (which ever applies)

Remove flywheel shroud to see your timing marks,they will be 90 degrees apart on face of flywheel.Use timing light on flywheel as you look directly at it from the side.when light flashes you should see the marks lined up with arrow at the center top of block breather cover.If you find that your timing is off there are only 2 things that it can be-FLYWHEEL KEY or the computer located at the rear of engine.I have only had 2 machines where the timing was off exactly 90 degrees and the computer had to be replaced both times.
