If oil is coming out then a seal is leaking, If you have had someone do repair work then take it back to them and get them to fix it. If you did the work yourself then you will need to replace the faulty seal.
sounds like the starter clutch is bad. the rollers get worn or the sprag gear gets worn so it will not grab and start the motor. check that out. you will have to take the engine side cover off to see it.
