Hi, open the hood and look on the engine for the fuel rail- it gives gas to engine- there will be a valve that looks like a air valve on tire- put end of key or screw driver in the valve to push down gently on centre pin- have rag ready around the valve and the gas will spray out quit a lot- if it does not, could be clogged fuel filter or not working properly pump for fuel- post back with results and we can help more- keep smiling!!!
Fuel pump

I had the same problem with My 1990 F150 300 6cylinder 4x4.....I cahnged all the same things you did, finally I sprayed a can of Gumout through the throttle body and it worked and ran great. Now I add fuel injector cleaner to the gas and a regular clean with the gumout and the problem has'nt come back. Good Luck to you and hope it works!

You might want to Check electronic sensors, like would you start with the idle control sensors. Also Try tot urn the ignition key to the point just before the engine starts to turn over And leave the key in the that position. If the fuel pump is located inside the gas tank, remove the gas cap & listen for a "whirring" sound. This sound means your electronic pumping is working.
SOURCE: Idle fluctuates
Its could be a few things. Most likely cause is you IAC (Idle air control valve) If this valve gets clogged up with carbon it will cause a idle surge on cold starts like you are describing.
Next your FITV (fast idle thermal valve). When the hot wax inside of this valve starts to wear it will cause a idle surge on cold starts.
