if its been stuck a long time (which sounds like a good bet) its going to take some force to get them off. maybe bolt a chain to the hub studs then swing a sledgehammer attached to it to jerk it off. if that model has adjusters (think its automatic??) back it off or there might be a button you push behind the rubber plug to release the auto adjusters.

brakes might be out of adjustment or no pads left. you been riding in water ? dirt will get on the brakes and wear the pads out fast especially if it sandy ? pull the tires and check the pads and see if you have any left left, if so, adjust them. you can get a manual on adjusting brakes on yamahas online.
You will find a two wing nuts on the rear axle one is for the foot brake the other is for the hand brake. Make sure you still have material on your brake shoes.
