There's a vent on the carb they might've have missed, the line could be clogged. insects and mud get in them. plus it could be the petcock on the tank. take it out and make sure the screens, are cleaned etc.

SOURCE: No gas to spark plug on atv
carb float/needle sticking opening the carb drain will provide evidence if fuel is reaching fuel bowl, if fuel is present then i would suspect the carb is gummed up and it will need to be cleaned ( all jets/passages ) another area could be that the gas cap vent/line is plugged not allowing fuel to flow by gravity feed.

You have a faulty switch, or it has corrosion in it, moving the switch through it's full travel rapidly for a while to clean the inner contacts may cure the problem, or try disconnecting the switch.

attempt to start the engine in neutral using a battery charcer/starter on the starter connectors only if the engine turns over replace the battery cables if not; you have a seized engine
