It acts like you have burnt spots on the starter shaft that touches the brushes ( voltage) to start. When you rock the vehicle in gear the starter shaft moves and it is placed in a position where the brushes can make a clean contact. Then when you turn the key, the starter will engage and the vehicle will start. My recommendation would be to change out the starter.

Starters are expensive! 9 times out of 10 the brushes just need to be cleaned and lightly oiled. THEY STICK!!!! Sounds like your taking the starter out any way so first take your battery charger put the black wire to a ground near or on the starter then touch the red to the started lead. if the starter kicks in and you have a charged battery you may need to change the selenoid. There should only be three bolts holding the starter on.If you do not feel comfortable removing them, then do not attempt to clean the brushes! Call a friend or a good back yard mechanic.Youll find it cheaper than a dealer!
Usually the fan motor.remove the motor. take the 2 bolts out that hold the back plate with the brushes off. If the brushes are stuck in,clean and oil them. Replace the plate and check the motor with a battery charger.
