Well, my first two "guesses" would be either your battery is nearly dead (but still enough juice to power dash lights), or possibly you have a bad ground wire, or bad ground wire connector, somewhere.
Have you verified that there is now power getting to the starter solenoid (i.e.: with a voltage meter)? Is there any clicking noise when you turn the key? Any other symptoms, and did something happen to it just prior to these symptoms.
There are a few directions to check but you need to be handy at tracing wires and checking connections and power points. The first thing after making sure the battery has a good charge would be to check for loose or corroded connections starting at the battery and working your way to the starter connection. A connection can have corrosion even if it looks tight and when a heavier load is applied it will fail. It sounds like there is a starter relay to cut power to the lights when starting. If you can find it and check it for power output there should be power going to the starter when it clicks. A direct wire from the battery to the starter will make sure that the starter I ok.
I think you have a dirty connection somewhere between the battery and the starter solenoid. Or... between the battery and the frame ground. Or - possibly - one of your battery cables is destroyed.
Don't keep trying to charge it or jump-start it if the battery is fully charged - you're wasting time doing that. Track down the battery cables and find the problem. Use a test light or a meter to follow the wiring - when you find where the voltage stops, you've found the problem.
